1. Head to the Titles Specialist NPC. In the Second Sea, he's in the basement of the Cafe in the Kingdom of Rose. In the Third Sea, he's inside the Mansion on Floating Turtle.

2. Reach the NPC's exact location. In the Second Sea, the entrance is hidden. Head to the left side of the Café and pick up the silver chest there to reveal the basement, then climb down the ladder to reach the Titles Specialist. In the Third Sea, head toward the right side corner near the trading tables once you're inside the Mansion.
